A Good First Step

It would help if those who do not believe in asking for permission from those with no moral authority to give it had assurances that they will not be forgotten if they lend their support to this effort.

As with LEOSA.

So I'll go ahead and sign this just because I understand the back-and-forth is incremental and because it will enrage the right people -- as long as everybody understands that nothing less than full recognition of informed choice for all not requiring custodial care is my "end game."

Yes, I ague for "incremental improvement" in de-criminalizing carry in gun-free zones for CWP holders. I think it's a great idea. For all practical purposes, it makes carry in a "gun-free" zone little more than a parking-ticket; which means, effectively, nothing-at-all.

Legislators advocating such a bill can tell their constituents that they are not abandoning GFZs so there is nothing to worry about here. Nevertheless, that will prove to be the effect. And, in a few years, the public will gradually realize that there is no blood flowing in the isles of Whole Foods. Thereafter, it will be much easier to dilute the teeth in the GFZ laws even further.

I acknowledge that "Shall-Issue" provides no more protection to public safety than is provided by Con-Carry. If anything, a CWP protects the carrier. When the cops arrive the CWP holder can hand-over his CWP card and thereby immediately communicate that he is wearing a "white hat" rather than allow the cop to wonder for 5 minutes whether there is a warrant out for him.

We can't make the entire country Vermont over-night; we can't get there from here. Rather, we can lower the barriers to carry one brick-at-a-time. Each brick removed from the wall serves to advance the day when the next brick is removed. E.g., Shall-Issue hastened Con-Carry in the dozen states that went through this transition.
